Lance Spicer
Deputy City Manager, City of Hot Springs, ArkansasLance Spicer began his career with the City of Hot Springs in 2009 and has served in various management capacities from City Clerk, Assistant City Manager and most recently promoted to the Deputy City Manager position. In this role, he supervises Airport, Fleet Services, Information Systems, Intracity Transit, Solid Waste, Planning and Development, Public Information and performs other administrative operations within the city.
Lance holds a Bachelor of Arts in Economics and Political Science and a Master of Public Administration. He is the Past President of the Arkansas City Management Association (ACMA), Past Co-Chair of the Arkansas Local Police and Fire Retirement System (LOPFI) Pension Review Board and member of the Arkansas Large First-Class Cities Advisory Council and the International City/County Management Association (ICMA).
